MINUTES OF DISTRICT LEVEL VIGILANCE & MONITORING COMMITTEE MEETING HELD ON 27-11-2009 AT 11.00 AM IN THE CONFERANCE HALL OF THE CIRCUIT HOUSE, UDAIPUR.

2. Sri Khagen Das, Hon’ble MP, Chairman of the committee welcome all committee members, DM & Collector (South) and other officers present in the meeting. At the very out set Hon’ble MP requested DM & Collector (South) to appraise the latest status of implementation of various scheme of Rural Development Department, Govt. of India like NREGA Scheme, IAY, BADP etc.

 

3. DM & Collector apprised the members about the action taken on the decision of last meeting held on 17-09-2009. After that he elaborated the update position of important schemes.

 

A.     NREGA :

Focusing on the fund status, DM & Collector stated that as on date total fund available is Rs.11883.83593 Lakhs (Central share – Rs.9670.75 Lakhs + State Share – Rs.1500.00 Lakhs). Out of this fund Rs. 8685.31327 Lakhs have been utilized upto 18/11/2009 and total mandays generated is 5815939 nos upto 18/11/2009. In terms of percentage utilization is approximately 76%, average mandays per household is 42 days. Though the ideal situation could have been 50/51 days. There are 160359 nos. registered families under NREGA, out of which 140280 nos. families demanded employment. Total 139997 nos. of accounts opened in Banks/POs. Initiatives to achieve 100% Bank/PO accounts is already in the process.

 

DM & Collector, further focused on the fund utilization position by different Blocks. Rupaichari Block stands first with 82.69% fund utilized, in terms of fund utilization Killa stands second with 82.38%, Rajnagar Block occupies the third position with 80.64% and Matabari Block occupies the lowest position in fund utilization (69.50%). In terms of average mandays generated per family Killa comes first with 56 nos. per family, Amarpur comes second with 51 nos. per family, Rajnagar Block comes third with 48 nos. per family and Kakraban stands lowest with 38 nos. per family. There after Hon’ble MP, Sri Khagen Das directed all BDOs to briefly present the status of different Schemes and focus on the problems faced by them.

 

i)        Amarpur Block: -

BDO, Amarpur sated that Group leaders / mate are used in writing / doing official work due to shortage of GRS. Hon’ble MP, gave a clear cut direction that group leader/ mate are not to be used for official work and they must work from 8am to 4pm like others and during one hour break discussion on awareness on Health & Family Welfare and illiteracy be carried out. Further, he instructed not to allow any agent for collection of payment from Bank/ Post Offices for NREGA workers.

Vice-Chairman of Block Panchayat Samiti of Amarpur stated that coconut plantation taken up under Technology Mission in Amarpur Block was not done in consideration with PRI and he expressed doubt about utilization of the fund. Hon’ble MP instructed that Deputy Director Agriculture, SA, Agriculture Amarpur and chairman Block Panchayat Samiti to cause enquiry regarding physical achievement of coconut plantation implemented with the fund of technology mission and submit the report within one month.

 

ii)      Hrishyamukh, Kakraban, Karbook, Matabari, Ompi, Rajnagar and Rupaichari Block:- All the BDOs stated about non-submission of utilization by Line Department like Agriculture, Horticulture, ZDO (ADC) and Fishery Department in time. In this regard MP requested the Line Department officers to receive fund on quarterly basis and send utilization accordingly.

 

iii)    Satchand Block: -

BDO, Satchand stated that SBI, Manu Bazar Branch is not cooperative upto the expectation and taking much longer time in making payment. In this regard MP requested the DM & Collector to take up the issue with senior authority of the Bank.

BDO, Satchand stated that NREGA Scheme is being hampered by undue intereferance by some job card holders e.g., when a work for hundred mandays is sanctioned five times higher no. of job seeker turn up for the work but they don’t work and ask for payment only. In this direction, DM instructed to issue 3-4 numbers of work order in the same Gram Panchayat at a time in order to reduce the crowd for a particular work and ensure quantity and quality of work.

 

iv) DM & Collector issued following instructions to all implementing officers:-

 

a)     BDOs are to release fund to Line Department quarterly and not to place the entire fund against any Scheme to be implemented under NREGA at a time.

b)     Line Departments are to submit adjustment in phased manner immediately after the completion of any part of the work.

c)      Line Departments are to ensure entry in MIS against the MPR.

d)     Line Departments are to send officials to respective Block CIC for necessary training on data entry in NREGA MIS.

e)     Agriculture, Fishery & Horticulture Department were sanctioned huge amount but adjustment has been submitted even of the last year. This should not be continued any further and MPR must be submitted timely.

f)        All BDOs are to identify and seize fake job cards.

g)     All BDOs are to take up with different Branches of the Bank for making payment either at Panchayat or Tehashil office in remote areas where the job card holders have to travel 15-16 Km for receiving payment and for such cases BDOs are to provide necessary manpower, vehicles and other support wherever necessary.

 

v) Observations of Sabhadhipati:-

 

a)      Steps to be taken for expediting payment as promptly as possible.

b)     District Level Officers of Line Departments are to monitor the works of Block level officers of their respective Department in order to ensure proper implementation.

c)      Necessary fund was not provided to Forest Department by Hrishyamukh and Rupaichari Block under NREGA Scheme. This time, all the Blocks should place necessary fund to Forest Department under NREGA Scheme.

d)     Forest department is to implement Forest based / Plantation based Scheme for the Forest Dwellers to whom patta (ROR) have been issued recently.

 

vi) Observations of Vice-Chairman of State Planning Board:-

 

a)     The communication gap between Line Departments and Blocks are to be bridged in the district level meeting of the District Level Planning Committee. The meeting of such committee to be convened by DM time to time.

b)     There shall not be spill over of fund or work what so ever. Target of the year should be achieved during the given period.

 

  1. IAY Houses:- DM & Collector brief about the IAY position as follows –

 

There was total target of 3758 (normal share 3382 + DM’s quota 376)nos. and fund allocated for 400 nos. of houses during the year 2009-10, out of which 16 nos. completed and 7 were under progress. All BDOs are to complete all houses by 31/03/2010.

 

 

  1. BADP:-

 

i) DM & Collector stated that under BADP during 2007-08 total fund received was Rs. 652.45 Lakhs, out of which total expenditure incurred is Rs. 429.07 Lakhs. Out of the 116 nos. of projects 71 completed, 29 under progress and 16 not yet started.

ii) DM & Collector stated that all the revised proposals have been approved by the Government and necessary fund already placed. All BDOs are to complete all the projects by March 2010.

 

  1. MPLAD:- Hon’ble MP reviewed the position of all progress of work under taken under MPLAD Schemes which are  lying half done inspite of available fund. Some of the cases are illustrated below –

E) Lastly Hon’ble MP, Sri Khagen Das concluded the meeting prescribing the following instructions

 

i)        Timely implementation of any scheme with close supervision and monitoring. A work implemented by IO should closely be monitored and supervised by the higher Officer regularly.

ii)      Any problems faced by Line Departments should immediately be brought to the notice of BDOs and the issue should be resolved at the Block level, if necessary, matter should be referred to DM & Collector.

iii)    Sanction against any Scheme should be given quarterly though the planning is for full year. MIS entry should be given after implementation by respective Line Department.

iv)    BDOs/ funding agency are to visit all the schemes implemented by line department regularly so that the work taken up by line department is properly implemented.

v)      To cancel all Job Card those who are not coming for work/not demanding any work for quite long period after giving further necessary scope/notice for work.

vi)    Monitoring to be done at different level for achieving maximum output and implementation of any scheme/work should be justified with the proportionate achievement of output.

vii)  Hon’ble MP requested the DM to arrange meeting with all Banks and to persue for opening new Branches at Chechua under Ompi Block, one at Garjee taking into account the long distance job card holders are required to undertake for receiving payment.
