Development
The District Rural Development agency is visualized as a
specialized and a professional agency capable of managing the anti-poverty
programmes of the Ministry of Rural Development on the one hand and to
effectively relate these to the overall effort of poverty eradication in the
district. The DRDA is not the implementing agency, but can be very effective in
enhancing the quality of implementation through overseeing the implementation
of different programmes.
Role of the DRDA:
The
administration of DRDA is carried out by a governing body, which provides
policy directions, approves the annual plan and also reviews and monitors the
implementation of the annual plan including different programmes. Sabhadipati
(Chairman Zilla Parishad) is the chairman of this governing body. There are 46
other members, including MPs, MLAs, chairpersons of Panchayat Samitis, CEO
Zilla Parishad, representatives from banks and other financial institutions
etc.
The
executive and financial powers lie with the District Magistrate who is the CEO
DRDA. An executive committee has been formed comprising of 9 members and it is
empowered to take all the decisions pertaining to financial and executive
matters of the DRDA(S). The committee meets once a month.
The DRDA has been implementing the following on going schemes:
Swarnjayanti Gram Swarozgar Yojna: SGSY is a credit cum
subsidy scheme, where credit is the key component and subsidy is the minor or
enabling component. The objective of the scheme is to bring the assisted poor
families (Swarozgaris) above the poverty line by ensuring the appreciable
sustained level of income over a period of time. The Poverty Line as per the
latest estimates of the Planning Commission, in terms of per capita consumption
expenditure per month in the rural areas is Rs. 327.56 and in Urban areas is
Rs. 454.11 on All India basis.
Under
SGSY, there is provision for both the individual beneficiaries as well as the
groups known as Self Help Groups. The entire process of beneficiary selection,
identification of key activities and the implementation of the scheme involves
the PRI bodies, block and district level SGSY committees, banks and financial
institutions, line departments, block offices etc under the monitoring of DRDA.
The scheme focuses at the cluster approach, which will help to provide the
forward and backward linkages and there by make the project self sustainable.
The
individual swarozgaris get one time financial assistance in the form of loan
cum subsidy package for procuring an asset. But, the approach towards formation
of SHGs is to organize the poor at grassroots level through social mobilization
for poverty eradication. This involves group formation and evolution into self
managed people’s organization, capital formation through revolving fund, skill
development and taking up of economic activity for income generation.

Sampoorna Grameen Rozgar Yojna:SGRY has been launched
as a new scheme by Ministry of Rural Development, GOI w.e.f. 25th
September, 2001 by merging two on going schemes viz the Employment assurance
Scheme (EAS) and the Jawahar Gramin Rozgar Yojna (JGSY). The scheme has a
primary objective of providing additional wage employment in all rural areas
and thus providing food security and improved nutritional needs. The secondary
objective of this scheme is to create durable community, social and economic
assets and infrastructural development in rural areas.
The
funds and food grains under the scheme will be available under two streams from
the De[partment of rural development. The first stream is to be implemented at
the district and Intermediary Pancvhayat levels. The second stream will be
implemented at the village panchayat level. Both the streams have 50% of funds
and food grains. Special safeguards for the weaker sections and women have been
envisaged under the scheme. Food grains are given as a part of the wages under
SGRY to the rural poor at the rate of 5 kg per manday. The aim is to protect
the real wages of the worker as well as improve the nutritional standards of
the families of rural poor.

Credit-cum-subsidy scheme of Rural Housing:The scheme introduced
with effect from 1st April, 1999, is primarily meant for the category of
households just above the poverty line. It is also applicable for those who do
not have the repayment capacity to take benefit of fully loan based programmes.
The subsidy component is restricted to Rs, 10,000/- and the maximum loan amount
that can be availed is Rs.40,000/-. The subsidy portion is being shared by the
centre and the state governments in 75:25 ratio

ADIP Scheme (Assistance to Disabled Persons for Purchase/Fitting
of Aids/Appliances):The scheme aims at helping the disabled persons by bringing
suitable, durable, scientifically manufactured, modern, standard aids and
appliances within their reach. The scheme, which is implemental through various
agencies, is being implemented by DRDA in South Tripura. It receives financial
assistance for purchase, fabrication and distribution of these standard aids
and appliances.
